New protocols for RM (proprietary middleware)

The Resource Manager (RM) is our internal proprietary middleware. One of its characteristics is that it supports the use of different protocols and over different transport medium. This project will add new transport protocols into the RM protocol collection. These are:

SCTP - SCTP is implemented in many Unix platforms including AIX, Solaris and Linux. For Windows, there will be a need to use the reference implementation, found here.

PGM - PGM is implemented in Windows, but not in UNIX. For Unix, there will be a need to use the reference implementation, found here.
